EMERGENCY RESPONSE PLAN
Local Actions After a U.S. Attack on Iraq
As the Bush Administration moves closer to launching a unilateral war against Iraq, Americans must be ready to quickly express their opposition to this policy. This contingency plan is prepared so that citizens of Moscow and Pullman know where and when to voice their belief that war is not an acceptable solution to international conflict.
TIMING
A. How to know when war has broken out:
1) President Bush on TV, announcing military action OR
2) News reports of U.S. ground troops engaged in combat in Iraq and/or bombing of Baghdad or other Iraqi cities (the “shock and awe” campaign)
B. If announced before noon, assemble at 5 p.m. SAME DAY.
C. If announced after noon, assemble at 12 noon, FOLLOWING DAY.
D. Citizens are free to protest at both times; the first protest will provide an opportunity to announce the next event.
LOCATION
A. Moscow: Rally at Friendship Square
UI students & staff might meet at Commons at 11:30 a.m. to walk downtown, but no formal march.
B. Pullman: WSU students, staff, etc meet outside CUB at 11:15 a.m., to be joined by Pullman residents.
III. PREPARATION
A. Identify at least two speakers for each event in advance (after that, open mike?)
B. Pullman needs a share of the flags and banners
C. Moscow has a person to bring banners
D. PPC will designate legal observers for both rallies who will not participate
E. Civil disobedience
a. The PPC does not officially plan or condone violations of any laws.
b. We need to keep clear zones at the protest: get arrested vs. don’t get arrested.
c. These are definitely non-violent protests. (Potential agent provocateurs need to be pre-empted.)
F. &nnbsp; Crowd control: Hundreds? or thousands? may attend (this depends on our organizing); marshals will be needed to direct traffic; keep people from blocking entrances to buildings.
G. Moscow Police Department would like advance notification if possible, but MPD is aware that demonstration may be spontaneous or called on short notice. (Someone needs to contact Pullman and WSU police.)
IV. PUBLICITY
1. Flyers should contain the following information:
a. Times, places, (dates are, of course, open)
b. Point out nationwide nature of the protest
c. Stress non-violence
e. ' Give contact(s) (e-mail, phone?)
2. E-mail our list (e-mail to announce consensus and just before protest)
C. Tell the two universities and local high schools students about our plans.
D. Phone tree
E. Press releases (Moscow, Lewiston, Evergreen, Argonaut, KUOI, KLEW-TV Spokesman-Review)
