FDA's Mission 

The FDA Modernization Act of 1997 (PL 105-115) affirmed FDA's public health protection role and defined the Agency's mission:

  1. To promote the public health by promptly and efficiently reviewing clinical research and taking appropriate action on the marketing of regulated products in a timely manner;
  2. With respect to such products, protect the public health by ensuring that foods are safe, wholesome, sanitary, and properly labeled; human and veterinary drugs are safe and effective; there is reasonable assurance of the safety and effectiveness of devices intended for human use; cosmetics are safe and properly labeled, and; public health and safety are protected from electronic product radiation;
  3. Participate through appropriate processes with representatives of other countries to reduce the burden of regulation, harmonize regulatory requirements, and achieve appropriate reciprocal arrangements; and,
  4. As determined to be appropriate by the Secretary, carry out paragraphs (1) through (3) in consultation with experts in science, medicine, and public health, and in cooperation with consumers, users, manufacturers, importers, packers, distributors and retailers of regulated products. Since February 2003, the World Health Organisation (WHO) has received reports of severe acute respiratory syndrome (also known as atypical pneumonia) from various parts of the world, including Hong Kong. In Hong Kong, a number of health care workers and community members have been affected by the disease. Locally, the Department of Health, the Hospital Authority, the University of Hong Kong and the Chinese University of Hong Kong are working closely together to identify the cause of the disease and to control its spread. The Department of Health also communicates regularly with the WHO about the latest developments in the control and prevention of atypical pneumonia globally. (Hong Kong DOH Atypical Pneumonia site)

Since the first SARS reports, NIAID has worked to rapidly identify opportunities for accelerating or expanding research on the disease, including the following: (NIAID Research on Severe Acute Respiratory Syndrome - SARS)


As a result of ongoing assessments as to the nature of outbreaks of severe acute respiratory syndrome (SARS) in Beijing and Shanxi Province, China, and in Toronto, Canada, WHO is now recommending, as a measure of precaution, that persons planning to travel to these destinations consider postponing all but essential travel. This temporary advice, which is an extension of travel advice previously issued for Guangdong Province and Hong Kong Special Administrative Region, China, will be reassessed in three weeks time.
